Why Carriers Suspend On-Time Guarantees: On-Time Guarantee Suspensions Refund Tracking

Every year between September and December, UPS, FedEx, and other major carriers suspend their on-time delivery guarantees to manage the surge in holiday shipping volume. Managing on-time guarantee suspensions and refund tracking during peak season is critical to protecting your recovery rate. These suspensions are announced in advance — buried in tariff updates, carrier bulletins, and account notices — but they are rarely front-and-center in your inbox. The windows vary by carrier and by service level: FedEx Ground may suspend guarantees from mid-November through December, while FedEx Express Priority Overnight might hold its guarantee or suspend only during specific weeks.

Any shipment tendered during a suspension period is ineligible for a refund claim, even if it arrives late. Carriers will deny those claims automatically, because the guarantee was never in force.

Filing claims on ineligible shipments consumes audit time and yields zero recovery. For operators managing thousands of packages per week, that wasted effort adds up fast — and it masks the shipments that do qualify for refunds.

Tracking suspension windows by carrier and service level is the first step in any late-delivery audit. Without it, you're filing blind.

FedEx & UPS Suspension Windows: Peak Season On-Time Guarantee Suspension Dates

Both FedEx and UPS publish suspension dates by service level in their annual tariffs, and the windows vary across their portfolios. FedEx Ground typically suspends its money-back guarantee starting in mid-September and running through early January, covering the entire peak season. FedEx Express services follow similar patterns but with service-specific dates: FedEx 2Day and FedEx Overnight guarantees are suspended separately, and the exact start and end dates shift year to year. For the 2026 peak season, those dates will be published in FedEx tariff supplements issued in advance of September.

UPS structures its suspensions differently. UPS Ground guarantee suspensions begin in mid-to-late September and extend into the first week of January. UPS 3-Day Select and UPS 2-Day Air each have distinct blackout periods that do not always align with Ground—3-Day Select may suspend earlier or later depending on network planning, and 2-Day Air often carries a shorter suspension window. The carrier publishes these dates in its tariff documents and service guides, but the effective dates for your account may differ if you hold a negotiated service agreement.

Suspension dates are carrier commitments, but they require cross-reference. The published tariff tells you the default window; your service agreement may carve out exceptions, extend coverage, or adjust blackout periods based on volume or lane commitments. To verify the dates that apply to your shipments, audit your carrier contract against current tariffs and confirm which services remain eligible for refund claims during peak. Regional accounts and high-volume shippers often negotiate modified suspension terms, so the dates in the general tariff are a starting point, not the final word.

Suspension Dates by Carrier

FedEx Ground typically suspends guarantees earlier and longer than Express tiers—2026 suspension starts mid-September and runs through late December—because Ground relies on high-density linehaul networks that saturate first under peak volume. FedEx Express and Overnight services suspend later. Usually early November through mid-December, trading higher per-package cost for speed and capacity headroom.

UPS Ground mirrors FedEx Ground, with suspension windows opening in mid-September. UPS 3-Day Select and 2-Day Air suspend later—typically early November—for the same reason: air and expedited networks hold more capacity margin during peak than ground linehaul. Amazon Logistics does not publish formal guarantee suspensions because most Amazon fulfillment operates without contractual delivery commitments. USPS suspends Priority Mail Express guarantees selectively, often only around the final pre-holiday week, and posts suspension notices on the USPS Service Alerts page rather than in tariff schedules.

Timeline & Calendar for Refund Eligibility

The calendar date when a shipment is tendered to the carrier determines whether a late-delivery refund claim is eligible. A FedEx Ground package shipped on September 14, 2026—before the suspension window opens—qualifies for a refund if it delivers late. The same service tendered on September 15, after the suspension begins, does not. The actual delivery date is irrelevant; what matters is when the carrier accepted the shipment.

September 2026. FedEx Ground and UPS Ground guarantees suspend mid-month (September 14–15), while Express and Air tiers remain active.
October. No additional suspensions; Ground services stay suspended, but Express and Air continue to honor guarantees.
November. Express and Air suspensions kick in around November 8–10, closing nearly all guarantee windows.
December. Fully suspended across all carriers and service levels until late in the month, when FedEx and UPS typically reinstate guarantees around December 26.
January 2027. Shipments tendered in early January are eligible again, but packages shipped in late December and delivered in January may still fall inside the suspended window.

Auditors should mark these suspension dates on internal calendars now. Real-time claim processing against an accurate timeline prevents wasted effort on ineligible shipments and keeps the audit focused on recoverable refunds.

Claim Eligibility Audit Framework

Every refund claim in your backlog needs a simple pass-fail test: was this shipment tendered before or during the suspension window? Auditors who skip that step file ineligible refund claims and waste time chasing rejections. A repeatable framework prevents that. Start by extracting the shipment date from your parcel invoice or carrier manifest—this is the date the carrier accepted the package, not when it was delivered. Cross-reference that shipment date against the suspension window for the specific carrier and service level you used.

Here's a concrete example. A shipment placed September 10 via FedEx Ground. You check the FedEx Ground suspension start date: September 15. The shipment was tendered before the suspension began, so if it arrived late, it qualifies for a late-delivery refund. Now the counter-example: a shipment placed September 16 via FedEx Ground. That's after the suspension start. The guarantee was not in effect when the carrier accepted it, so the claim is ineligible regardless of the actual delivery date.

Filter your refund claims to include only shipments tendered outside suspension windows before filing. Border cases—shipments placed on the last day before suspension—are eligible if the tender timestamp falls before midnight on the cutoff date. Document every audit step: record the shipment date, the suspension window you cross-referenced, and your eligibility determination. That audit trail protects you if a carrier disputes your claim and provides compliance evidence for finance reconciliation.

Refund Claim Priority Matrix

The matrix below organizes shipments by tender date and service level to focus audit effort on high-probability recoveries. Shipments placed pre-suspension (early September for Ground, early November for Express and Air) qualify as High Priority—these guarantees were active, and late deliveries are refundable. Claims on packages tendered during mid-suspension (mid-September through mid-December for Ground, mid-November through late December for Express) fall into Skip unless your account includes documented negotiated exceptions—filing here wastes hours and invites rejection. Shipments at the suspension-end window (late December, early January) qualify as Medium Priority once guarantees resume, but require careful date verification to confirm eligibility.

Every hour spent auditing ineligible shipments returns zero dollars. Filtering claims through this matrix concentrates effort on compliant packages, maximizes recovery per audit hour, and eliminates rejection waste before claims reach the carrier.

Next Steps: Set Up Tracking Now

Before peak season arrives in September 2026, pull suspension dates from FedEx and UPS tariffs and document them in a shared spreadsheet or calendar your audit team can access during claim processing. Bookmarking these dates now prevents the friction of mid-November searches when volume peaks and filing windows compress.

Integrate suspension windows directly into your refund claim workflow. If you automate claim filing, configure your system to cross-reference shipment tender dates against carrier blackout periods before submission. PatrolPuffin's reconciliation engine tracks suspension windows by service tier and flags ineligible claims automatically. Filtering them before they reach carrier systems and waste audit hours on guaranteed rejections.

Review your current refund claims backlog. Filter for shipments tendered during known suspension windows and remove those from your queue before peak hits. Measuring refund capture rate before and after implementing this framework shows how much recovery effort you've reclaimed.
